Okay, let's get started!

1. File/New Image 300w x 300h; transparent background. Set your foreground color to black (#000000) and your background color to red (#A72E26).

2. Select your bucket tool and floodfill your new image with your foreground color (black). Layers/New Raster Layer. Floodfill this layer with your red bkg color.

4. Masks/Delete. Merge into current layer? YES! Layers/Merge/Merge All (Flatten). Effects/PluginFilters/VM Distortion/Distortion by Brightness using these settings: Strength 90; Direction 190; Chaos 205; Intensity 255

5. Effects/PluginFilters/FilterFactory A/Kaleidoscope II using these settings: Divisions 224; Rotations 142

6. Effects/PluginFilters/Simple/Diamonds. Repeat Diamonds once again. Effects/PluginFilters/FilterFactory A/Kaleidoscope II using these settings: Divisons 224; Rotations 19

7. Effects/PluginFilters/Simple/Quick Tile. Image/Resize by 66% or desired size. Effects/Sharpen/Sharpen.

For a different result try the following: Distortion by Brightness (same settings as above); Kaleidoscope II using Divisions 224 Rotations 27; Simple/Diamonds (two times); Simple/Zoom out and Flip; Kaleidoscope II using Divisions 224 Rotations 12

Here's another result you can get; invert your mask this time; then go to Simple/Diamonds; next, apply Distortion by Brightness using the default settings; then go to Kaleidoscope II using these settings: Divisions 224 Rotations 173; then go back to Simple/Diamonds and apply that effect three (3) times.
